It's politically not part of the West and kinda still sorta part of the West, politically. It occupies a sort of midpoint between the West and the East, and frankly for a lot of its history it so desperately craved to be European that I don't really mind letting it slide in.

I don't think that politics is necessarily the most relevant aspect of the question - although it is part of it.
Historically Russia (particularly the Western cities: Moscow, St Petersburg etc.) I think would be considered European. That's not the case for those that live in the far east of the country but, since when did anyone from Eastern Russia get placed among the Western Canon.
Dostoevsky, Tolstoy, Gogol etc. all lived and wrote about Western Russia. If you look at their history when most of these writers were around - i.e. before the Bolsheviks took over - their leaders admired and took influence from European monarchs and their palaces replicated those in Europe, although they were designed deliberately much more lavishly.
It was only after the establishment of the Soviet Union did the Russians, for the first time in a couple of centuries, see themselves as something exceptional compared the Europe.
There will be writers in Russia that follow an Eastern tradition more than the Western tradition, but the ones which we tend to place in our canon are suitable because they chose to write taking influence from the Western canon.

Russia is a European nation that expanded eastward. The only two Russian cities that have ever mattered, Moscow and St. Petersburg, are geographically in Europe. Everything else is backwater serf country. Before the Bolshevik Revolution, Russia was universally considered a European nation.
Literarily (this should be a word, but isn't), Russia is considered unique. It's similar to European lit, but is considered to possess that distinctive Russian tone and mood that sets it apart from any other nation's literature.

Politically Russia was very Western. French was the language of court for centuries. Voltaire used communicate with the Empress Catherine. Riga's changed hands as the largest port city in the Baltic across Russia, Latvia, Sweden, and Poland before there was even a world war. Muscovy used be called "The Third Rome" and intentionally cultivated ties with the Orthodox Church in order to be in a better position to ward off the Mongols.
Really, you should be more surprised that Russian language literature ever happened they're such francaboos for so long.
