Depends on the paper quality. Some cheaper paper will bleed or blotch.
A nice cheap fountain pen for around $15 (which is still a quality writing pen) would be the Pilot Metropolitan (they have both a fine and medium nib). Just buy an ink converter (since the one it comes with is a joke) or just buy disposable ink cartridges.

Which brand?
I've found that cheap composition books, especially NORCOM brand (smooth, opaque paper, usually sold at Walmart or other quasi-department stores) or books using paper sourced from Brazil are extremely fountain pen friendly, even for larger nib sizes.
On the low end, I've found that Mead makes fountain pens unpleasant. While you won't get bleedthrough or feathering if you use a F or EF, the paper is sort of rough and transparent.
On the high end of composition books, you can't do much better than Oxford.
Pentel Q1005 or Pilot Hi-tec.

I recommend the fine metropolitan unless you have large handwriting; coming from the usually finer, lighter, skipper ballpoint tip to their broader and darker FP equivalents is jarring sometimes.

Take a picture of your normal handwriting position.
If you're an overhand leftie or an underhand leftie, it probably won't smear; however, since you said you smear with your regular pen, I'd recommend a fast-drying ink like Noodler's HoD. Once it's on the page for a second, it won't smudge at all (especially on uncoated paper like comp books).
The reason ballpoints and gel pens smear is because the ink used is pigment in a greasy suspension. When you write with these, the ink sits atop the page and can be smeared with a fingertip easily.
Fountain pens and rollerballs use a dye-in-water ink, which penetrates the fibers and eliminates the fear of smear; however, it does introduce some anxiety about bleedthrough and feathering.
As long as you use a fine enough nib and a quality paper, you'll never have trouble. Most FP ink reviews online include a dry time test as well.

Away from home but i write with a handmade dip pen, i turned a banksia pod for the handle and was thinking of inserting graphite for a pencil but ended up getting a friend to make a nib out of a coke can, which i used a blowtorch to join to the handle (a mistake as the handle now has charred marks). It's hard to scratch from right to left but is otherwise beautiful to write with, all honestly i mainly just use it for projects rather than everyday writing (I use a computer).

Yeah yeah. But I like the thick line and the ink flowing out really wantonly. The thinner point on the V5 is neater but it scratches more and takes more effort to draw along the tooth of the paper. I prefer a fast and smooth writing experience even if it is sloppier.
