You practice. It's possible for anybody.
If you, for example, practice reading something in a higher/lower pitched voice for 30 minutes each night then your voice will slowly but surely change pitch to naturally adjust to what you have been doing. It takes time but it works.

Touch base with Ursula the sea witch. That gal's been hording voices for ages... Probably has a few extra sitting around that would fit the bill.
Practice works too: try to even out whispy quiettones so it isn't falsetto.
