For one, at least in the US cops have a quota of how many speeding tickets a month or within a time frame they need. At least from what I've heard. Not all cops are assholes, some people just say the stupidest things to them or take off running for no reason which makes them look guilty as fuck. I found 1000 dollars in the parking lot where I work and turned it in to the police but no one claimed it and they called me this morning saying I could pick it up.
