I don't really see how being short or tall has anything to do with tattoos looking good or not. Tattoos look good on some people and not others, like glasses or facial hair or mostly anything. It's hard to say if it's a "good look" or not.
Personally I like tattoos if they're well done. My philosophy with tattoos are go big(sleeves) or go home. Which is why I have none and probably won't ever.

Yeah, I was raised pretty upper-middle-class so the suit rule is absolute when it comes to tattoos.

I don't know I love things with high contrast, like a muscled guy with a feminine clothing or a flower tattoo. That's why I said a guy in a suit which gives that serious look, having a tattoo which gives a rebellious look.
