okay this may be an idiotic question but allright.
I want to look more feminine in body and face but I have 0 money for treatment (plastic or hormone)
Any tips?

You are really cute in a nerdy way, and your facial features are already feminine enough. I wouldn't change a thing.
I wouldn't change a thing also because from what I can see and from the obvious way you're framing your pics, you have receding hairline. Looking more feminine will result in you looking like an ugly hon/chick instead of looking like a cute guy. Don't shave.
If you're trans I'm sorry to inform you your hairline will be a problem. I really hope you're not, though, you're a cute guy.

I consider myself genderfluid, and Im indeed aware of my hairline, however Im not sure if its receding as its been at the same point for 6 years rn.
Thanks for the compliments though :)

You could try finasteride/dutasteride if you're worried about your hairline. It'll only block DHT so you shouldn't get gyno from it, though it does have other side effects to watch out for.
u look pretty kawaii

Careful there, newfags might take you seriously

Get a good quality hair plucking tweezers, and start plucking. Spend a good hour or two a day. Eventually what comes back in will be thinner.
