The UK is the biggest inside the Mediterranean, Turkey is the biggest in The Black Sea, Russia is the biggest in the Caspian, but has in theory the ability to assemble the biggest navy in the Mediterranean aside from the U.S. Iran is the biggest independent navy in the Persian Gulf.
Those numbers include auxiliary vessels for navies besides the UK, which has an entirely separate naval fleet for those.
The true size of the Royal Navy is 603,000 tons.

Well they are, but they started from not a lot, and aren't for the most part building large ships, preferring instead to have a shitload of smaller ones each with enough missiles to still be a threat that would need dealing with. At such point they get through the current HOW FLY PLANE phase of carrier development and settle on a design to mass produce you could see a sizable jump in tonnage in a (relatively) short timeframe.
