The reason she was in the reason was to basically be a pretext for the CIA to operate domestically. In that context, they picked her because she was young, naive, and emotionally shook up from the recent violence she experienced. She was an easy mark, and they used her easily.

She was basically an ACLU member in the movie - she never evolved at all. Even at the end of the film, when everything she believed told her to shoot the guy... she let him walk away without taking a shot. Why? The only reason was because it was against the law. She wanted to do it, she believed it would make the world a better place... but she couldn't do it because it was against the law. That was her objection to everything the joint task force accomplished in the film. Nothing she experienced changed her one bit.

As far as the task force, I think the logic of their actions was not made clear enough. In the real world, our forces target the cartels that attack our normal citizens, or our forces. The cartels know that doing "x" will result in being moved to the top of the hit list. Other cartels will be armed or given passes by the Mexicans at our instructions, and they will beat you on the streets as a result. Plus, we will use our technology to hunt you and kill you.

The goal is not to stop the cartels, but to make them play as nice as possible, and keep the violence as low as possible. The movie should have made that a tad more clear, but they did mention it.

I'm pretty sure full auto means alot of bullets in someones gut very easily at short range. if youre looking at 3-5 guys close to you when you know you can easily engage with full auto, you want to put alot of bullets in each of them as fast as possible. mozambique drilling 2 guys is gonna be slower and less feasable than putting 5-6 rounds in each and moving on.
