get some sort of cutting board. they made 'craft self healing boards' for this purpose.
print out stencil the size you need on printer paper (remember, YOU'RE cutting this out so if its pixelated its not a problem, you can deal with it)
get some tack spray
get some heavy paper (card stock)
put printer paper, tack spray and card stock together
use exacto knife to cut out all the black parts of the stencil
now you have a useful stencil.
get ammo can
put stencil on ammo can (highly recommenced you use tack spray to attach it to the surface you want to want to paint.
spray with spray paint and wait for it to dry.
remove stencil.
rinse and repeat.

For bonus science points, make your stencil out of photoresist.
Print design on clear plastic on a laserjet printer.

Put clear plastic over photoresist, develop the photoresist. Anything that was covered will go away with the appropriate developing wash. Wear gloves.
You should still use a weak adhesive to put the stencil on the item, but if you're not so keen with an exacto knife this is a good alternative.

A cheap printer is going to cost you $150, not counting materials for printing, and you're getting shit sizes. [3.9 L x 3.9 W x 4.9 H in]
That's less than half the size of a piece of printer paper.
If you want a 3D printer to make decent size stencils that can have way more detail, say, one that fits in the middle of an ammo can, you're looking at $400.
That's a dumbass reason to get a 3D printer when they can made in paint.
