For the most part that is correct but it really comes down to the type of tracks, the tonnage of vehicle in question and local laws. A lot of roads in America will be torn to shreds by steel tracks or just collapse under the weight of a heavier vehicle but YMMV.

Only if you add rubber tracks though (so they don't damage the roads). Also, all vehicles, including tanks, over 3500kg cannot legally go over 90kph. Most vehicles over 40000kg cannot go over agricultural speed limit (usually 25 or 40kph).
