It is. These were DC-10's bought from Martinair (I believe) and converted into transport/tankers. They fulfill both roles is and when required, which our Air Force needs because budgets are being cut constantly.

It was used to transport disaster relieve equipment to- and get people out of- Nepal after the earthquake.

Euros also only operate 1 tier of jet tankers almost universally, so an inbetween tanker might make sense. Plus there's the whole thing about Euros operating almost no strategic airlifters. The US operates 2 tiers of jet tankers -- medium and large -- so having a larger size gap between the two makes sense. And on top of that the US operates a fucking massive strategic airlift fleet, significantly negating the need for transport capacity as a secondary function on tankers.
