The local sheriff even offered to pick up Koresh in town. The BD wasn't hold up in the compound until they were tipped off about the raid, Koresh went to town literally everyday for shopping.

The FBI changed the ROE and told the BDs anyone leaving would be engaged.
After the initial ATF raid several UNARMED BDs that left the compound were shot in the back and killed.

Right, even Koresh said he would speak with officials. It was known that he left the compound frequently.
There is evidence that the FBI and ATF didn't want anyone leaving the compound and were very aggressive in their negotiations with the BDs.
Michael Schroeder was shot in the back while leaving the compound. He was trying to hop a fence to go to work. His body was left in a ditch for a week until a heli with a grapling hook caught it and hauled it off.
Also, if you listen to the Steve Schneider and FBI negotiations, the FBI stated that anyone leaving the compound would be shot.
The feds didn't want or didn't even know how to resolve this standoff.
