My dad worked for a civilian company that did contract work for the U.S. Air Force. When I was a lot younger, like 7-9 too young to appreciate it, he showed me and my brother his office at the time. Those guys primarily worked on chaff systems and such, and as a result had to do live testing. My dad showed me the lab where a couple guys kept two or three inert RPG-7 launchers and a spent AT-4. I thought it was cool, but nowhere near as I do now. Point is, I believe they are legal to own regardless if whether or not they function, but you need to be prepared for the trouble if you don't have connections. To be honest, there's probably regs for owning an inert one. And an asshole cop or something would probably fuck you over if your replica looks too legit
