I'd like to purchase a (or more in the future) gun, in case a Civil War broke out, what would be your recommendation ? I'd like something pretty precise (with a scope if possible), in semi auto and pretty reliable for my first purchase. I was thinking of a Mosin, a Kar 98 or a SVT-40, as they're pretty cheap and prooven themselves good.
Also, is a handgun really necessery ? If so, is a Glock 19 the best choice?

Bolt actions are pretty similar all around, Don't get a mosin though, they're simply uncomfortable. K98 is fine, something modern with a 10 round mag is best.
You'll likely not make very good use of a scope if you're not a good marksman.
There's no reason not to have at least one pistol. Glock is kinda the standard choice.

What's not a meme is the self defense related issues.
There is basically no right to defend yourself with a weapon in France. Hell, even mace or pepper sprays are now forbidden, since they were mostly used by aggressors/racketeers/burglars etc.
We even have a big problem with airsoft, as the replicas aren't required to feature an orange cap at the end of the muzzle in France. Which makes for GREAT mock-up guns for criminals to attack gun-illiterate people.

In laymans terms more energy than is needed is put into the action cycling, which means its more reliable dirty, but kind of beats itself up. Good luck gunsmithing on it, I never have but I hear its a nightmare.

Pour répondre à ta question quand à la recherche d'une arme à verrou avec lunette :
Le Mosin est le pire choix que tu pourrais faire, surtout quand on voit l'état de la bouche de ceux qui sont vendus en France. Il faut à tout prix éviter les merdes de surplus dans des calibres chers et peu courants, qui nécessitent des montages spéciaux pour les optiques.
Quelle est la munition en C la plus courante dans les FO et armées? Le .308. C'est donc le calibre vers lequel tu dois impérativement te diriger.
-Un Remington 700 est une bonne option, personnalisable à souhait si jamais tu veux l'améliorer plus tard.
-La Tikka T3 CTR est excellente (mis à part la crosse plastique mais c'est la même chose pour toutes ces carabines "budget" et tu peux toujours la changer)
-Ruger RPR, génial, rien à rajouter dessus, mais faudra le précommander parce que tout le monde se jette dessus.
-Plus haut de gamme, le FMR RS1
Je ne vais pas suggérer PGM précision à cause du prix et du temps pour recevoir la commande.
Si tu achète une carabine à chargeur, ce qui est mieux, il te faudra quelques chargeurs supplémentaires.
Après pour l'optique, il faut impérativement du "tactique", c'est à dire réticule avec repères mil, tourelles hautes en mil aussi, réticule au premier plan focal... S&B et Leupold sont les plus conseillées mais aussi très chères. Sinon y'a Vortex ou Bushnell Elite.
Il te faudra un bipied, je conseille le Harris S-LM, et il faudra acheter le podlock en plus.
Puis les munitions, il te faudra de la qualité, ou bien recharger, et alors il te faudra tout le matériel de rechargement...
Un modérateur de son peut s'avérer être très utile aussi.
N'oublie pas une sangle.
Dans tous les cas, tu en auras pour plusieurs milliers d'euros, donc commence à économiser.
