Are you asking what sheriff's deputies are? In most (all?) states the sheriff is a constitutional position and the most important local LE office. Police offices are created by cities, usually with consent of the sheriff, who can usually dissolve the police department at will.

Depends on the state but yes. Usually don't because it's more work for them though. Sheriff's usually have statutory jobs like running the jail, security at the courthouse, and serving papers. Many big counties will have a county PD which handles everything else.

they should also both where hi viz yellow vests with reflective tape segments.
Their cars should also be white with reflective hi viz blue and yellow panels on all sides.
These people are public servants and should be easily spotted and recognized. So that people in help can get to them.

I knew a guy that was on a nuke team like that. He said they had 100 round drum mags on their ARs and they focused on being able to consistently make headshots at 300 yards.
