So for a sporting license you need to talk to a pistol club about joining. Maybe try out pistol shooting, then apply for police permission to join a club, get references and submit application to pistol club for membership. If accepted complete minimum number of training shoots at club over 6 months and complete a safety course. After this you can apply for your Cat H license, in your first year you will only be allowed to own one real handgun (some states also let you have an air pistol, others wont).
When buying a handgun,
Handgun must have mag cap of 10 rounds or less, semi auto barrel length must be over 120mm and 100 mm for revolvers and derringers. Must be approved by club as being suitable for use in competitions, you have to apply for a Permit to Acquire (PTA) which has a minimum 28 day waiting period.
You must have secure storage, requirements of secure storage vary by state but generally a decent safe that is bolted to the slab or frame of your house.

Not sure what you are talking about here, but you can't legally use Cat H firearms on private property Aus wide unless specifically licensed to do so and only for firearms purchased for the primary production license.
