Depends on what contracts they get their hands on. The FBI and Marshals can't catch everyone so every now and then they throw bounties at them.
The hunters I've come across, they've done jobs for Marshals, FBI and even CID for AWOL guys.
But for the most part they are just catching bond guys who need to be caught.

The FBI and USMS don't hire bounty hunters. They're hired by the bondsmen who hold the bond that will come due if they can't bring their skip to the courts.

It's not about uniform or professionalism. In my state, a bondsman has 30 days to present the skip to the courts after a bench warrant has been issued or the bond is due. Bounty hunters are thugs. They will kick and smack people to track down the skip. What they wear and how they act is more a function of intimidation, threat of violence, and brutality.
As for them not being able to hack it as real cops, bounty hunting and police work are not the same thing. Most bounty hunters have checkers criminal histories and function well in that part of society where a large percentage of people are getting arrested and needed bonds.

I had to shoot and kill some nigger bounty hunter and shot his white partner in the knee with a partner pump a few years back when they attacked my daughter in our backyard. They were looking for her ex boyfriend who skipped bond and town. My daughter was just gardening in the back when both jumped the fence(locked back gate), the nigger grabbed her by the back of the neck forcing her to her feet and then throwing her back down on the porch. I heard the scream from her getting assaulted, so I grabbed my shotgun and saw the unfolding scene through the sliding glass door. Nigger was standing just far enough from my daughter for her to not get hit, so I shot him in the head through the door at about 15 feet or less. The white guy was positioning to surrender when I shot him right in his left knee. Turns out both were ex cops and the white guy was had like 6 or 7 relatives in the tiny local police department. One of the responding officers happened to be the white guys cousin and immediately cuffed me while saying how fucked I was. Two month of fighting off murder charges with a decent lawyer and the security camera footage I got off and had to sue for civil damages. White bounty hunter is now a felon and the department was just recently disbanded by the sheriff and about 4 or 5 of the guys relatives from the department have either committed suicide or been found dead murdered under bizarre circumstances. It was alleged to be during a DEA investigation of the department for trafficking. Anywho such is life in rural Mississippi.
