If you want to be technical, it used to be controlled, and to an extent still is, by all the permanent members of the security council, and as far as everyone has been concerned it's always been in their best interest to keep the UN powerless when it comes to most things.
Closest we came to seeing its true power is when it was allowed to intervene in the Suez Crisis. Mostly because the US was against France and Britain using Isreal in a proxy-war against Egypt, but it saw the creation of the Peace Keepers, and their use to put an end to the conflict.
Contrast this with the UN's failure in Rwanda, where it had troops and advanced knowledge that something was going to happen, and the simple lack of international will prevented anything from being done, despite the efforts of the people actually on the ground.
