I think with good ammo is was getting 3 to 4 MOA (with the rare 2 to 3 MOA) and 4 to 5 with just regular bulk ammo. The funny part was that when it would get that RARE 2 to 3 MOA group, Tim would say something like "see, it's a 2 MOA gun, that's pretty good" or something to that effect. Affect? never can remember.

I was being a little hyperbolic when I said "hot garbage"; but my point still stands, 55gr isn't the best for a 1:7 twist barrel. A 2-3 inch group at 100 yards will still kill a man dead and a 6-9" circle still fits on a man's chest at 300. But if you're in a situation where you NEED to shoot someone at those ranges, chances are the rifle will still be more accurate than the shooter when you account for the stress of being shot at and physical exhaustion.
In a HD situation (The most realistic scenario for the average joe) it could shoot 9001 MOA and it'll work more or less fine for that purpose.

The x95 honestly couldn't hit a paper target reliably so we'll just use this massive steel target so that when the point of impact is ten inches below point of aim we can still hit something and it won't look too bad.

A 20" barrel with a 1:9 twist can stabilize heavier bullets better than a 16" with 1:9.

M855 isn't that much heavier than M193, just 7 grains. The problem was that the drop from 20" to 14.5" meant it didn't have enough velocity to properly yaw on impact like it was designed to.
