No. 40S&W is. 40S&W is designed specifically for max power in minimum volume. The default factory loads are very, very close to the maximum SAAMI pressures for the casing - the velocity is so high that the bullet's trajectory actually sways a bit; they're known for slightly inferior accuracy in target-shooting competitions (without downloaded projectiles.) The .40 caliber size is less about the bullet and more about making the casing bigger; more space, more powder, more power. It does allow for a bigger expanding bullet, though - and still has superior magazine capacity compared to .45 Auto.

Mind you, however, that this is technically angels dancing on the head of a pin. Damn near anything that puts lead downrage will do its job, if you do yours and put it in the right spot. The reason stuff like 40S&W exists is because many people believe that when you're fighting for your life you should take every tiny, slender advantage you can, because they all add up. I figure they're right, but if you just aim and shoot better with a different pistol/cartridge combo, that counts for a lot more than a few more inches of penetration or a few hundred FPS either way.

Honestly any center fire cartridge you are comfortable shooting, is going to be reliably deadly if and when you need it. Training is more valuable than knock down power and i can prove it with two words: shot placement. A .25 auto is more dangerous in my hands than any compression loaded, half inch wide, expensive to shoot, elephant pistol, in yours.

Not sure about you, but pistols aren't difficult for me. I've been putting <4 inch holes in anything under 20 yards since I can remember. Unless you're competition shooting, this shouldn't be a factor, even if you're doing realistic scenario drills.

.40 is my preference. 9mm and .45 are tied for second- depends if I want power or control.
My mother is 5'1" and 105 pounds- I convinced her to get a .380 for her cc. I don't think anyone here could honestly say my mother should be carrying a .50 DE.
Its all about what you feel comfortable with- both ergonomics, overall weight and recoil. Penetration means nothing if you can't hit shit.
