Given enough volume of fire and accuracy, would it be possible for a group of infantrymen armed with bolt action rifles to shoot down howitzer or mortar rounds out of the air?
No.

That would be some 300 shit OP
And arrows are wider than bullets
So fuck no. Unless you had a field where every square inch was covered in rifles as if they were grass, and they all could be fired remotely. Even then probably not.

Well, what if one managed to hit the mortar? Would a rifle round detonate it in mid air?
the army is using a system that is basically CIWS for artillery called CRAM

so to answer your question, yes, although it's easier if the riflemen have machineguns

You'd need like a company of men shooting all their guns in the air as per anti aircraft drills but even then you''d have better chances of three of the guys in that company being struck by lightning at the same time.

CRAM doesn't "shoot down" artillery and mortar rounds, it detonates them or renders them inert so when they do hit their target, nothing bad happens.

so the only bottleneck would be the range of the bullet? so several square miles of infantry?
