Depends, a high end rifle is close to a 22lr and there is all sorts of higher caliber air rifles that match the performance of a handgun in their caliber.
Even a cheap .22 pellet gun shoot in the head could fuck you up pretty bad, if hit in the nape it could break your spinal cord and leave you paraplegic
