You mean they both break down, but the Tiger then outshoots the KV-1 because while it is unreliable like the KV-1, it doesn't have piss poor armament, unlike a KV-1.

Most used ratio was 1:1 in HE to AP. Reason: You don't know how much of what kind of ammo you need so you try to carry enough of both.
