I really don't think you should go basing your military's equipment acquisitions on everyone being able to make that shot in any conditions at any time.
I'm not sure what they're using the rifle for, but I can see its value in taking out sentries in well guarded areas, where you can't afford to move closer for the shot. An alert sentry with thermals or even NVG is an infiltrator's worst enemy.
