If you have rarely/never shot b4 buy a 10-22
If you are buying your first gun, but have been shooting all your life, but a .223 savage, MVP, Ar15 or mini14 etc...
If you're not worried about accuracy get a akm, cz58, or SKS if you want 7.62x39

10/22 or a quality, modern bolt action rifle in a cheap caliber. The most important thing starting out is a fuck ton of practice. You'll learn what accessories you actually want/need as you shoot.

Every semi auto you mentioned is a 2-4 moa gun why would you need to differentiate?
Buy an AK in 7.62x39. They're easily the best bang for your buck starter rifle. They're not as cheap as SKSes or 10/22s, but they're cheap to feed, extremely easy to clean, tough as hell, and you get all the benefits of an actual assault rifle, sans full retard. Once you've figured that gun out, research and build an AR or buy a different .223 rifle. Congrats, you've got all your rifle bases covered. If you hunt, buy a fuddgun. If you're cheap as fuck, buy a 10/22.

Not that guy but he may have been talking trajectory rather than mechanical accuracy.
All the "accurate" semis he mentioned were .223 whereas the "if you're not worried about accuracy" ones were 7.62.
He's got a good point. For beginners a mini really would be more accurate than the Cz just because it shoots flatter.
