I think there's a legal limit on the amount of explosive you can have in a round of ammunition before its reclassified as a destructive device, and it is not insignificant.
Like that WW2 exploding ammo and .50 bmg Raufoss rounds with a bit of explosive in them are legal as they are both under the limit.
