Guess what? I am that artist. My honest original intention was for it to be Stencil, but I had no references for it at hand when I draw the stencil and I was just some dumb teenager with a fixation for Keith Thompson art. Granted, I have no way to actual prove that I'm the artist other than my word, the original itself lost in my family's home in some folder I abandoned once I left for college and eventually the military.
I'm just actually glad that the stencil has been incredibly enduring and enjoyed ever since I scanned it and uploaded it to /tg/. That's all that really matters in the end, honestly.

Here is some fictional lore for you.
Basically real Plague Doctors were medical professionals dedicated to trying to learn and treat the Plague in Medieval Europe, though many artists have created lore over the years fictionalizing stories of these Plague doctors. The doctors realizing that they could not treat the Plague and instead focus their efforts on "purifying" those that have the "corruption" inside of them. Basically killing the infected to reduce the spread of infection.

I also use the girlfriend's vinyl cutting machine to get an essentially one use stencil, but it's super easy to use. and if you're careful about it you can use the interior parts of the stencil to get a sticker of whatever your stencil is.

It would really explain the consistency of the symbol, Ayy Lmao aside. I get pyramids; pyramids are common as fuck because they're the first megastructure technological progression really allows for. A specific recurring cultural symbol is weird as fuck though, especially when recurring with the same meaning (something regarding auspiciousness in most cases, IIRC, which seems consistent with how other transient astronomical phenomenon seem to have been regarded historically.)
Do we have any other evidence besides the Chinese document and Sagan speculation? Not that he's untrustworthy, but that's not much to go on.

Thing is, swastikas are far from consistent. I'm more inclined to believe the prevalance of it is simply du to the fact that its relatively simple.
It suggests rotation or perhaps radiance, so its not hard to imagine that various people drew it independently from on another, and it caught on because it looks cool.
I've found myself drawing swastika-like symbols while doodling without realising, just because they make for a good pattern or shape.
