Leaflets are different than what you produce for the population back home. Even immediately after 9/11 the government didn't roll out posters with Osama Bin Laden that said "TOWEL HEAD?? UR FUCKIN' DEAD." or anything.

Because they were on the eastern front, military equipment is standardized and the German uniforms that look like that were used by the Gestapo, the Navy or as dress uniforms.
An SS officer isn't going to be executing dissidents in a dress uniform.
They found a good picture and decided, hey let's label it a holocaust picture because out of the 80 million lives lost in WWII those are the lives that we're supposed to be really outraged about whereas no one gives a shit about a few random Yugoslav dissidents getting wasted by Tito's boys.....there lives don't further the narrative so they don't matter.
