Is this a functional uniform and, or is it based on any existing uniform? What kind of uniform is it? Seem like a flight suit to me and those old style jungle boots. What is that crotch rigging for? Some type of harness for being in a chopper?

Only Fulton/Heli extraction rig traces to accentuate the groin stand out, otherwise it's an average uniform. I believe there are traces of picrelated (Either SEALs or USCG TACLET).

Similar but not quite, headgear is some sort of flight deck bump helmet like David Clark HGU24/25 combined with an early US gas mask and headset.
