Would IRL man-portable laser weapons development benefit from someone discovering a means to reduce the blinding capacity of a laser while retaining it's heat generation over the same distance?

My understanding is while we have the means, anti-personnel lasers are not practical because of the chance you will burn everybody's eyes out.

We don't use laser weapons because they have rather short range for the power needed to generate a harmful beam, because they become worse than useless when dust and whatnot is in the air (read: during combat), and most importantly: they require a shitload of energy to be usefull in any capacity. Seriously. Literal tons of generators and capacitors to burn through any metal at all, and even then they can be relatively easily defeated by carbon-ceramic plates. They really just aren't as good as guns.

How do you have a power source? Well right now the most realistic we know of is capacitors. Capacitors are limited by, among other things, the surface area. How do you increase the surface area? Well, one way would be to use nanotubes:

Once a technology is in place for the power, you will see handheld laser assault rifles and maybe even light sabers which I believe are possible by adding out of phase sine waves together.
