Eh, you can pay roughly $1000 for a Glock/carbine combo. If you want just a rifle I'd say some AR/AK thing out there. If you're hunting anything bigger than a coyote then some bolt in .30 cal or bigger.

There are 9mm rifles, here's an example of a CX4 which you can get an adapter to shoot Beretta M92 magazines(there's 30 and 32 round mags out there), but a 9mm AR can be a bit cheaper if you build it right
The point of .22 Is it teaches you how to handle recoil and won't kill any thing if you fuck up. I had an air rifle as a kid and didn't need one so I skipped right into a nugget amen they were cheap. If you want the basics of recoil management an AR or bolt action in 5.56 will do fine.

9mm carbines are really fun. The CX4 that >>29740959 linked is a great rifle. Unfortunately many of the best options are sold as pistols and you have to either use a "pistol brace" or SBR them, which you probably don't want to do for your first gun because it's a bitch.
