Looks like some kind of training prop to me. For practicing drills and such.

That's more of a conscript thing tho, I don't see why the special forces types whu typically use Grozas ans such wouldn't use the real deal for training.

It's probably more like a mockup for a design they were thinking of making than a training device.

You don't want to design a gun that'll be uncomfortable as fuck to hold, so it's not a bad idea to make a cheap mockup of the design and see what people think of it.
