Chris Kyle talked about it in his book, IIRC. Basically, the movie had just come out, everyone thought it was badass, and they wanted to pretend that they were Frank Castle killing bad guys. And it stuck around.

The only real "Fuck yeah go Punisher" moments I had was reading The Slavers, but I feel that was more me projecting onto the character and not the design of the character, unless it's super meta and that's the meaning behind it in that we desire a Punisher because we know our current system is broken and desire justice.

If you didn't enjoy the Max run then you probably just don't enjoy the Punisher. That's pretty much considered the definitive Punisher run.
You could try the Marvel Knights run which is also by Ennis. It's a little more comedic and a little less bloody. Next to Max it's considered one of the best Punisher runs.
You could also try Punisher Born which is all about Frank in Vietnam which is cool, but honestly his motivation does kind of boil down to, just wanting to kill. If you're not really into, the Punisher just may not be for you.

You have to understand a few things. One, /k/ only cares about the Garth Ennis run of Punisher MAX which is a small portion of total Punisher comics. Secondly, outside of about three arcs, Ennis writes Punisher as a plot device - they're stories involving the Punisher rather than stories about him.
Try reading Greg Rucka's run on Punisher. It's short and self-contained. While set in the normal Marvel Universe it is in someways more realistic than MAX - in regards to Frank being a normal human being, goes into a great bit of detail of the leadup to and downtime from his missions, and, since it has recurring characters who actually interact with Frank, he's gets plenty of character moments.
