Smokeless powder has an oxidizer in it, and produces its own oxygen after ignition. The bullet's primer would still work in a vacuum, so the gunpowder would ignite, and oxygen would be provided.

It has an oxidizer, which is a chemical that contains oxygen. When ignited, the oxidizer releases the oxygen it has and the rest of it leaves as gas or other residue. Nothing is "created" or "produced," those were just fuck ups with words.
