Ballistics vests are very rarely bought by civilians. There are ususally bought by police and military contractors ONLY. They decomission the ballistic vests after a short while. Therefore ballistic vests are usually made on a make-to-order basis, because otherwise the surplus ones would just lose their value in a warehouse, and they aren't exactly cheap.

If you live in the US, there's no restrictions on ballistic protection. There's dozens of different brands, with several different vest models available for different uses. The best slim ones are lv IIIa with stab protection, but level II is good enough for most cases.
