Ballistics vests are very rarely bought by civilians. There are ususally bought by police and military contractors ONLY. They decomission the ballistic vests after a short while. Therefore ballistic vests are usually made on a make-to-order basis, because otherwise the surplus ones would just lose their value in a warehouse, and they aren't exactly cheap.
