A more cost efficient round would penetrate the market. Perhaps near maximally powerful rimfire cartridge.

Who says they'd have to be full auto? 2 and/or 3 round bursts seem like an effective compromise.

And if nationally autofire was legalized, states (or provinces or whatever they call em in unfree countries) might still limit guns to burst fire.

What do you mean made legal? Machine guns are already perfectly legal to own, as well as almost any other fire arm. Unless you're talking about the 3-4 states in the US that have bans on arbitrary features, which nobody cares about those places anyway.

There would probably be a decent market for conversion kits to make those two guns fully auto. However, semiautos would still sell the same. Think about this: Why do people still buy bolt actions and single-shots and the like when semi-autos are just as available. Gun purchases aren't always about their perceived tactical capabilities.
