The distinction between a "Communist" a "Socialist" and a Social Democrat is that a Communist believes Communism is achievable and hopes to get there (often via revolutionary Socialism), leading to "the ends justify the means" and other such bad things.
An explicit socialist by contract might actually get elected (UK again) and sees Socialism as a good enough end in itself, mitigating that and generally leading to more pragmatic policymaking (Hence why the UK is still a functional, albiet no longer socialist, state.)
