Which guy has the better setup?

Personal taste. If the weapon is properly zeroed, it shouldn't matter. #2 has probably opted for that because his mask fucks with his cheek weld. #1 just has goggles, so he goes with lower HOB.

Rifle 2's optic will hold a zero. Rifle 1's optic will not.
