What is the best .22lr rifle available, within a budget of around 400 dollars? Most opinions i see say the Ruger 10/22, is it really the best rifle for its lower cost?
Also, what is a good scope to go along? I only own a pistol, so i'm pretty inexperienced with rifles, and am looking for a good pest killer

I'm loving my 10/22 with bx-25 mags. I had problems but an aftermarket extractor fixed that. 3 years and probably 4k rounds through it. My TRS-25 is on it right now.

Is there any reason to get a bolt action .22 over a carbine?

i enjoy my 10/22 a lot. bx25 mags are grea. i have a bsa sweet 3-9x, clear glass and not very expensive

Both are .22 models, just one is the older variant, not much changes.
I have a CZ455 combo with interchangeable .22lr/.17hmr/.22wmr barrels tho, and I agree, it's fucking beautiful.

Shot these groups earlier today with my Savage II BV.
This was at 100m, with cheap federal bulk pack ammo. I was reusing someones old target, hence the random big bore holes all over the place.

I went with the 10/22 tactical and topped it with a cheapo millet 1-4x. While it's a cheap foreign scope, it's not too bad for a 22lr, lightyears beyond junk like BSA with plastic lenses.

This. With my 455 I can shoot a little over 1 moa at 100 yds with .22lr. One of my buddies who is a much better shot than I was consistently posting .75 inch groups with it last time we went out. It's a fucking tack driver.

10/22 if you want the modding and after market perks it comes with it. It's good out of the box and better after you fuck with it. Nice way to learn a bit of gunsmithing if you try to diy a few things rather than just replace parts. I've had my 10/22 new and turned it into a liberty training rifle. Got bored and put a bull barrel on it and a scope. Now I'm thinking about turning it into a bench queen with full glass bedding and wot not.
CZ is top tier out of the box. They can be slightly over 400 bucks new but it's well worth the extra 50-100 bucks. The newer 455 is neat with it's barrel changes and it's still as accurate as the 452. The finishing on cz trumps the 10/22. Cz has heirloom quality finishing. ruger doesn't quite prioritize finishing knowing that more than likely everything will be replaced sans the receiver.
If you need a pest killer now then go for the cz. A 455 with a decent scope will pretty much womp any critter at 100yrds.

just looked at buds and you can get a 455 for as low as 336 dollery doos. well with in op's price range.
