The guys in the video are regular arrestatieteam members of the police. Since the mid/late-2000's the special police teams are part of the DSI (dienst speciale interventies -translates into: service special interventions). That unit has one unified command and contains special police and defence units.
I suspect that is part of the reason they have been getting some new toys.

They (the Bijzondere Bijstands Eenheid) are now called the UIM (Unit Interventie Mariniers -translates into: Unit Intervention Marines). They are an inherent part of the DSI. I think the UIM is supposed to be able to be anywhere in the Netherlands within a max timetable of 1,5 hours.
The DSI is basically just a joint police-defence operation. All significant agencies when it comes to CT activities probably participate in one way or another. They train together and whatnot.
The military police also has some interesting teams operating in the Netherlands. They don't talk about it too much.
The picture in the OP is indeed from The Netherlands and not Belgium, as some have already stated. Specifically it was taken in Hoofddorp when there was an "Arrestatieteam" there after a supposed bomb threat.

it's probably only confusing because they make it so. They say nothing about size or what they do exactly. Only in a very general sense.
What I can tell you about the BBE/UIM change is that when the Netherlands renames anything, it usually is after some significant (structural) change.
The BSB (part of kmar/military police) has three units: Protection, Recon/Observation and Arrest-teams. They operate on both a national and international level. But exact tasks or numbers are not available to people outside of those specific branches of government.
