I do this because it costs me nothing. I live in an apartment complex, so throwing out 2 or 3 bags of extra trash is easy and "free."
It doesn't matter because the mexicans that live here fill all of the dumpsters up 4 times a week. At night people in small pickups drive into the complex to get rid of construction debris. I have to qualms with throwing out some range trash.
It helps that I go to less popular shooting areas.

I know exactly where you are talking about. A couple years ago the El Dorado sherriff threatened to close it all down if people didn't haul all their shit out of there. It got a little better but not much. The stream running through part of it was literally worse than the Hudson River.
