I've seen it happen to an older Colt 1911 before. No idea what causes it but I'd want to get it fixed for the same reasons you stated.

I've seen a Tokarev that did this. It would actually dump an entire mag without fault too. A dangerous novelty at best though.

Definitely an extremely dangerous weapon right now but it is technically speaking a machine gun. He should quickly and discreetly fix it. The ATF has prosecuted people for having malfunctioning "machine guns" before.
