As stupid as it sounds it might be. It doesn't have a coax so they could have strapped a rifle to the barrel loaded with tracers, which is quite a common targetting method.

Training, presumably. Same concept as a .22lr trainer. With most high cost per round systems trainees are started learning with a cheaper and less dangerous round to learn the basic concepts used with the systems. Supposedly even the US military has rocket trainers that are in fact 9mm/ect rifles, probably really helps to put trainees at ease and allow them to focus on the lessons.
There's another photo of chink arty out there with AKs mounted to the barrels.

While you're not wrong about the 9mm rocket launchers, the way I've always understood it is that the 9mm is a tracer targeting round with roughly the same ballistics as the rocket.

However, the Marine Corps seems to want a better solution than lobbing bright shoot things at the enemy armor before destroying it.

It's either a training aid designed to teach new crews about correctly ranging and targeting for direct fire, or a spotting rifle to make direct fire more successful. It has an OP5-38-D sight specifically for use with direct fire.
