It's part of the overall Chinese military modernization program that been going on for the last 5-8 years. China wants to be taken seriously as a superpower, and one part of that image is their military. China has long used other country's military equipment designs; mainly Russian/Soviet, but also some US. They want to present their own unique identity to the world's PR stage.

That means a totally new group of uniform which isn't a copy of anything, a totally new rifle which isn't a copy or modification of an existing rifle, and overall all new personal equipment.

Of course they still copy some of the higher end stuff like planes, but they are working to obfuscate that and make them appear different. Also, people at large are more likely to tell the difference between the appearance of soldiers than technical things like planes or radios.

China commissioned over 60 warships from 2013 to 2015 alone and will soon beat the Russians in bringing their J-20 into service sooner than the T-50 and other countries the F-35.

the idea of a new round is smart, it eliminates the ability of 3rd parties to make ammo for it (easily anyway) and even a call in the US to transition to a 6.5mm round in polymer cases (much farther range, 20% less weight).

They became the largest and most modern airforce in Asia, possessing more (and more modern) Flankers than even Russia, and grew their navy fucking rapidly in the last couple of years. Every month there is a launch of at least one guided missile destroyer.

They added 80+ military spy satellites into orbit and completed their own navigation system - their most recent geostationary spy satellite to monitor the pacific and south china sea around the clock has been put into space just yesterday.

They took two types of long range ASBMs into service and are accelerating the development of the first and only working hypersonic strike weapon in the world, the WU-14.

They are building the world's second largest UAV fleet at the moment.

They are shedding 300k servicemen from their army ground forces and are reforming their entire military in making them leaner and more effective.

If there's a successful military modernization, it is definitely China's.

Their pace of military development is close to US' cold war level.

It's basic configuration allows it to have maneuverbility that is competative with most non-TVC 4.5++ generation fighter jets, while it is being powered by the interim engines. Using stealth to penetrate, and the long range to launch from bases near the sea. This is an area denial asset, one that the US will have to prepare for. It can theoretically threaten US naval assets, but definitely threaten Japan, S. Korea, and the Philippines.

Same reason most major powers develop their own cartridge: In the event of a war, no enemies would be able to capture their stockpiles and use it. However, most militaries have decided that an intermediate round is best for general issue, so the big 3 powers of today wound up with 3 roughly equivalent, but non-interchangable rounds
