Penetration is all about SPEED. Weight only matters if you care what it does after it goes through something. A 9mm is going to penetrate most things far better than a .45 ACP will. That's why there's all this discussion about steel vs ceramic plates because a lot of hunting rounds are a fuckton faster than anything lvl 3 plates are tested against and they'll go right through them.

Spitzer (rifle) bullets with pointed tips have a higher sectional density, meaning more of the mass of the projectile is situated in-line with the point, and thus creates a better penetrating projectile.

Sectional density simply describes length for caliber. It has squat to do with the shape of the projectile.
Spitzers are more aerodynamic and contribute to a better ballistic coefficient, if you feel like dragging more gun-geek-speak into it. I am unaware of how spitzers contribute to terminal performance, but I feel comfortable saying that penetration derives from bullet weight and bullet construction. Shape? Not so much.
