SEALs/SOCOM, a decade after adoption, realize the Mk.23 was a mistake in regards to size and concept as a successor to the Mk.22-Mod.0.
SOCOM then considers bypassing big Army/Navy/AF and simply adopting and standardizing a joint small arms pistol for all of SOCOM. Being that it's SOCOM, and therefore spooky, .45ACP and suppressor capable out of the box are a given.
Originally, before it even became a SOCOM wide project, NSW was looking at the USP45CT to fill their needs and replace both the Mk.23 and the Mk.25.
Then the program opened up and was further developed and the HK45 and 45C came about to improve on what the USP45CT offered.
DEVGRU adopted the 45C and it has slowly disseminated throughout the rest of NSW to some degree.
But SOCOM and now NSW are primarily switching over to the G19 and replacing guns like the Mk.25.
