I would guess the shooters use fmj ammo, aim sideways, there's a quick first aid/police/ambulance responds time in the area its likely to occur.
All handguns are underpowered and pistol wounds to anything other than the nervous system and heart are very survivable.

Honestly, yes. For all their talk of Uzis, "Glawk 40s" and "nines", most ghetto shootings are done with small cheap calibers, .32, .22, etc.
The human body is really resilient and your vital organs take up a relatively small percentage of that body.
Pistol cartridges yeah, are terrible at killing humans. Shot placement is literally EVERYTHING.
Battle rifles achieve better kills from the much higher velocity, which causes the inside of the body to rip open a ridiculous amount. See "permanent cavity terminal ballistics" for more info.
A velocity of over 2,300fps is REQUIRED to begin causing this type of internal damage.
Pistols cannot achieve these velocities. .45 typically reaches 800fps and 9mm +P+ typically achieves 1,200fps. (I might be off by a couple hundred fps, google yourself to be sure).
At these low pistol velocities, the damage done by the projectile is nearly limited to the literal width of the projectile. Think of icepicks of varying sizes. You must stab the heart to kill.
Whereas in battle rifle cartridge velocities, the damage relies on the weight, width, AND internal concussion of the projectile. Think of air grenades inserted into a human body. You must insert it somewhere near the heart to kill.

Well first pistols suck, relative to basically all other firearms, at killing people. So shit shot placement would be a factor.
Now it could also be due to ammo choice. If someone is using FMJ instead of some kind of hollow point, then you're not going to disable the attacker as quickly.
Another thing to think about is emergency response times. If the EMT gets there fast enough they will render aid to the person who got shot. Then that person goes to the hospital where they receive quality care to keep them alive.
Now you mix this all together and you can see that all in all a pistol isn't likely to kill you. Though since it does shoot bullets that can punch through your skull, you should still be careful.

There's a few other factors like expansion, fragmentation, yaw, bullet weight, and penetration that can be critical components to a person being shot, but for all intents and purposes a rifle cartridge will do a considerable amount of damage just from the hydrostatic shock.

People literally get arms and legs blown off and survive. Massive important arteries pour blood out and they survive. Would you say that a 155 shell is a shitty munition? No. The human body is quite resiliant and modern medical technology approaches miracle status.
However, surviving, technically pulling through and not dying, and being an effective combatant are two very different things. Just because something doesn't kill a human instantly just like the movies, doesn't mean that person won't be incapacitated.

Pretty much yeah that. Usually bigger than .22 but yeah they get shot all over the place. I once saw a trial where the dude was literally at arms length from the victim and shot at him I think 6 or 7 times with a .45 and hit his forearm, the calf and one of his hands. He bled like a motherfucker but he survived.
