Yes, it was a thing. It was one of the reasons why the YF-22 was picked over the YF-23, because lockheed had plans for a naval variant. But then 1991 happened and defense budgets got slashed, and instead of the NATF and or super tomcats, we got the bug.

There were plans to make a tomcat-esque variant of the f22 with swing wings for naval operations. The f22 program proved to be very controversial, and funding for the carrier-version was cut down to nothing. The ball has been handed to the f35c to fill that role.
