Its for cutting wires. Those planes would feign surrender then go in for landings on enemy carriers. That spike would cut arresting wires on the flight deck.
Why shoot planes down when you can just make their landings impossible?

yes to the second part, not really sure for the first part. ive always thought of it as a shorter, handier version of a rifle but im sure someone more articulate could reply to this question
