Canadian moutain operations manual states the conditions required for the use of pack animals, as well as the maximum load you can put on each animal.
All I remember is taht only officers can negotiate the use of such animals, and that one of the biggest concerns with pack animals is making sure they ahve adequate feed. As in, if you take a donkey on a monkey, sure, that donkey can carry hit, but you have to allocate that the donkey carry its own food as well.
